WHY THIS MATTERS: we already pay 175c per litre of petrol as a fuel levy which initially was meant to be used for road maintainance but which has now become part of the general fiscus.

The maintenance backlog for these roads is estimated at some R75bn. While no figure can be attached to the backlog in respect of gravel roads, their condition is certainly worse than that of the tarred roads.
